Tenant-Landlord Commission

Ten commissioners are appointed by the Board of Supervisors to three-year terms: three commissioners represent tenants, three represent landlords, and four represent the community-at-large.

Meetings

Second Thursday of the month at 7:30 p.m. at the Fairfax County Government Center. Meetings are open to the public and time is available for public comment.

Mission

To give objective and fair assistance to the Fairfax County tenants and landlords.

Duties

  • Shall provide information to the public concerning rights and responsibilities of tenants and landlords.
  • Shall forward to the Board of Supervisors, as appropriate, recommendations for changes in legislation at all levels of government.
  • Shall represent the County interests concerning tenant-landlord matters before judicial, legislative, administrative and other public or private bodies upon direction of the Board of Supervisors.
  • Shall advise the Board of Supervisors about the nature, causes and possible solutions to tenant-landlord problems.
  • May hold public hearings and report its findings to the Board of Supervisors on tenant-landlord issues that affect the public interest.
  • Shall make tenants and landlords aware of the conciliation and mediation services available through Consumers Affairs.
  • May arbitrate tenant-landlord complaints, upon agreement of the parties, pursuant to the Rules of Procedures adopted by the Commission.
  • Shall report periodically to the Board of Supervisors on the activities of the Commission.

Staff Duties

  • County staff handles the day-to-day inquiries for information, referrals, advice and mediation from citizens regarding consumer issues.
  • Staff is available to assist citizens Monday - Friday from 8 a.m. to 4:30 p.m.
  • Shall receive, investigate, record, and attempt to resolve tenant-landlord complaints.
  • Shall forward, when appropriate, complaints that cannot be successfully meditated to the Tenant-Landlord Commission for arbitration, upon agreement of the parties, pursuant to the arbitration procedures officially adopted by the Commission.
  • Shall maintain records of tenant-landlord complaints and their disposition.
  • Shall develop programs of tenant and landlord education and information and disseminate such information.
  • May provide advice and information on tenant and landlord relations matters to judicial, legislative, administrative and other public or private bodies.
  • Shall analyze the nature of the tenant-landlord relations problems in Fairfax County and recommend to the Board of Supervisors legislative and administrative changes.
