What is PLUS?

In a major expansion to make Fairfax County’s land planning, development and environmental health online applications more integrative and customer responsive, Fairfax County has launched a modernization effort. The new online system, called PLUS, will be the central platform to create and submit applications online, pay fees, track application status and receive electronic notifications. Customers will complete their zoning, building, permitting or other land development and environmental health processes online through the PLUS portal.

  • Release 1 - Oct. 2020 (complete)
  • Release 2 - July 2021 (complete)
  • Release 3 - Jan. 2022 (complete)
  • Release 4 - Fall 2022

PLUS is launching through a series of four releases, each release will add new features and functionality to achieve increased reliability and capabilities. All records will be in the new systems by Fall 2022 and legacy systems will be retired.

Fire Marshal Mailer and PIN Registration

As an active record holder with the Fairfax County Office of the Fire Marshal, we ask that you take action on two items so that you can access your record information.

  1. Register for an Account in PLUS (required).
  2. Create an application for a Fire Registration record to associate your registered account to your record by using the PIN number on your mailer.

Release 3 Records

We are excited to announce that on Jan. 31, 2022, the third upgrade to PLUS went live.

This release includes a new interface for customers seeking the following transactions with the county:

  • Fire and Rescue: Office of Fire Marshal
    • Fire Prevention Code Permits (Short-term/Single-Use) – Blasting, Bonfire, Controlled Burn, Events (includes: Outdoor Assembly, Indoor Assembly, Tent, LP-Gas, Open Flame/Candle, Hot Work, Special Amusement Building, Explosive: Black Powder), Fireworks – Display, Fireworks – Retail, Floor Finishing, Fumigation, Hot Work, Storage Tank Abandonment/Removal/Out of Service
    • Fire Prevention Code Permits (Long-term use, Renewed Annually)
      • Two Types that can be applied for on the Citizen Portal
        • Hot Work: All Locations
        • Explosives: Firm or Company
      • >100 types that will be determined & initiated by a fire inspector when performing an Occupancy inspection (Examples: Assembly, Commercial Kitchen, etc.)
    • Regulated Care Facility (County Regulated Home Child Care & State Regulated Care Facility)
    • Inspection, Testing and Maintenance (Existing Fire Suppression and Alarm Systems)
  • Planning and Development
    • Architectural Review Board, Architectural Review Board (Workshop), Additional Time to Commence Development, Minor Variation, Interpretations of Approved Zoning, Model Home Sales and Leasing Office, Farmers Market, Special Event, Seasonal Sales Commercial, Construction Site Office and Storage
  • Land Development Services
    • Household Appliances/Inspections and Home Improvement Contractor (HIC) License Renewal

Release 2 Records

PLUS Release 2 launched on Thursday, July 1, 2021.  

The second release includes a new interface for customers seeking the following transactions with the County:

  • Tattoo Permits, Summer Food Service process, CORE, Massage Establishment Inspections, Temporary Food Events, Temporary Food Establishment Permits, STAMP and Marina. (Environmental Health) 
  • Code Appeals, Code Modifications and Home Improvement contractor licenses (Land Development Services)
  • Accessory Living Unit (Administrative Permit), Administrative Review Eligible Project (AREP), Agricultural & Forestal District, Home-Based Business, Intergovernmental Review, Interpretations of Zoning Ordinance, Noise Waivers, Public Facility (2232 Review), Public School Expansion or Modification, Rezonings, Special Exceptions, Special Permits, Telecommunications (2232 Review), Variance, Vested Rights Determinations, Wetlands Permit, Zoning Compliance Letters (Planning and Development)

Release 1 Records

In a major expansion to make Fairfax County’s land planning and development system more integrative and customer responsive, agencies launched the first phase of the online Planning and Land Use Systems (PLUS) on Oct. 13.

This first release includes a new interface for customers seeking the following transactions with the county:

To submit an application for any of the above, a user must register for a free Citizen Access Account at https://plus.fairfaxcounty.gov/.

Please note, while the following application types will be entered and processed by County staff using the PLUS system, they are not yet available for submittal through PLUS:

  • Home Occupation Permit (aka Home-Based Business)
  • Interpretation of Zoning Ordinance
  • Noise Waivers
  • Comprehensive Plan Amendment

Requests for these application types should continue to be submitted through existing processes. More information on existing processes is available at the Department of Planning and Development website.

PLUS Project Launched Oct. 13, 2020

On Tuesday, Oct. 13, 2020, Fairfax County’s land planning and development agencies are launching the first phase of an upgrade to our online Planning and Land Use Systems, called PLUS. 

This first release will have a positive impact for customers seeking the following transactions with the county: 

  • Food Establishment Permit and Mobile Food Permit applications, inspections, renewals, and payments. (Environmental Health) 
  • Address Change and Street Name Change (Land Development Services)
  • Pre-application meetings for potential Zoning Applications, Comprehensive Plan Amendment, Interpretations of Proffers and Development Conditions, Noise Waivers, Home-Based Business (Planning and Development)
